Vic Bianes serves as Major Client Manager, Kleinfelder Engineering, Bonita, California. His career spans 38 years in public works administration, management, project management, planning, design, fiscal management, operations-maintenance, and construction. Vic has significant public works experience leading large capital improvements programs, running large-scale operation and maintenance efforts, and managing complex programs within the San Diego County Water Authority and the City of San Diego. He is a California registered engineer with a Bachelor of Science in Civil Engineering from San Diego State University and a Master of Business Administration from the University of Redlands.

Within APWA, Bianes has been highly active in the San Diego & Imperial Counties Chapter as well as at the national level. Bianes currently serves APWA’s National Board and is also a board member on the organization’s Foundation Board.  He is also an instructor for the Emerging Leaders Academy.

Bianes has been appointed to several national APWA committees in leadership and liaison roles that include Utilities and Public Rights-of-Way, Fleet Management, Professional Development, Facilities & Grounds, Diversity, Equity & Inclusion, Workforce Development and Strategic Planning, National Awards Committees; IT Task Force; COVID-19 working group; Certified Stormwater Manager (CMS) Council; and Accreditation Council.

At the chapter level, Bianes has served in leadership and committee positions on the Internship, Scholarship, Public Works Institute, Gala Dinner, Advocacy and Awards Committees. He has held chapter executive positions including Board Director, Secretary, Vice President, President, Past President, and Alternate Delegate. He served as a co-chair for PWX San Diego in 2023.  In 2017, Bianes was the recipient of the Harry S. Swearingen Award for outstanding APWA chapter service.
