Osmar Rodriguez is a Project Manager for Parsons leading its critical infrastructure design and program management groups in San Diego. He has extensive experience collaborating with local, state, and national entities to make impactful contributions to public works locally and nationally.
He is a two-time recipient of the APWA Leader of the Year Award receiving the award both in 2016 and 2023 for his accomplishments in the advancement of technology and public works services. Osmar has played pivotal roles such as APWA Board Director, Education Committee Chair, PWX Committee Chair, and part of the National PWX Technical Program Review Committee. He was also the first APWA National Emerging Leader nominated from San Diego to join the national committee.
Having founded San Diego’s largest infrastructure networking event held each summer, Osmar and over 300 public works professionals from public and private organizations attend to connect, share ideas, and build relations.
Osmar is a dedicated leader with a proven ability to deliver capital improvement projects to cities such as San Diego and help them stand out and be resilient.
