Yazmin Arellano

Yazmin Arellano-Torres is the Development Services Department Director for the City of El Cajon, where she oversees engineering, planning, building, housing, and infrastructure services supporting the community’s growth and resiliency. With more than 25 years of municipal public works experience, Yazmin has led complex capital improvement and infrastructure programs focused on efficiency, collaboration, and service delivery. She is licensed in California as both a Civil Engineer and a Professional Land Surveyor. She holds a B.S. in Civil Engineering from Cal Poly San Luis Obispo and an M.S. in Industrial Engineering and Administration from CETYS Universidad. Yazmin is committed to advancing public works excellence and mentoring the next generation of professionals.
