Monica is a San Diego native and graduated from San Diego State University with a Bachelor of Science in Civil Engineering. She began working at the City of San Diego as a student engineer and has continued with the City of San Diego for over 25 years. She has spent most of her career working in the Transportation Department where she gained experience in traffic operations and traffic signal timing. She also has experience working as Quality Manager/Contract Manager for the Utility Undergrounding Program. Monica is currently working in the Development Services Department where she is responsible for managing the Field Inspection Team as it relates to traffic control. She has had the opportunity to work both as a traffic and civil engineer. She is an active member of American Public Works Association and serves as Co-chair of the International Affairs Committee.
